Microphysics of power in tourism: reflections on the relations of power in the state council of tourism of Rio Grande do Norte

Abstract

This article discusses the power alliance existing in the State Council of Tourism of Rio Grande do Norte (CONETUR / RN) on a sociological and philosophical reflection based on the studies of Michel Foucault - Microphysics of Power. In a addition to the vision of Foucault on power, we emphasize the formulation and implementation of the public policies of tourism in a chronologic way, starting with the creation of EMBRATUR going through PRODETUR until the PRT, as well as the formation of councils in order to manage the actions and decision-making process of the tourism sector. This study can be classified as empirical and bibliography. The aim is to discuss the power relations established in CONETUR / RN as well as the constitution of the councils as a form of microphysics of power. The CONETUR / RN is configured as the main instrument of political decentralization and the main space for discussions of public policies for tourism in the state. From the comments made at board meetings was possible to analyze how power relations are settled unevenly.
