A dinâmica das políticas públicas do setor de turismo nos municípios do Cone Leste Paulista: reflexões sobre a dimensão político-institucional da sustentabilidade

Resumo

O presente trabalho avalia a dinâmica do planejamento municipal para o setor turístico nas cidades do Cone Leste Paulista. Para tanto, analisa a capacidade de gestão dos Órgãos Municipais de Turismo, o envolvimento de atores sociais, os tipos e a efetividade dos planejamentos elaborados nos últimos anos. As informações foram coletadas junto a atores sociais dos municípios através de entrevistas e as peças de planejamento existentes foram analisadas. A conclusão é que os procedimentos de planejamento hegemônicos não são suficientes para a promoção de um turismo sustentável e são esboçadas algumas alternativas.

Abstract:

The present work evaluates the dynamics of the municipal planning for the tourist sector in the cities from São Paulo’s East Cone. In order to achieve that, it analyzes the capacity of management of the Municipal Agencies of Tourism, the involvement of social actors, the types and the effectiveness of strategic planning elaborated in recent years. The information has been collected from social actors of the cities through interviews, and the existing parts of strategic planning have been analyzed. The conclusion is that the hegemonic procedures of planning are not enough for the promotion of sustainable tourism and, therefore, some alternatives are sketched.
