Interpretando o Plano Nacional de Turismo 2003/2007 sob a ótica da inclusão social

Abstract:
The theme of social inclusion, despite recent in public policies of Tourism, increases progressively in importance and becomes gradually frequent in the official speeches of the Brazilian government and international organisms. Social inclusion promotion represents a change of paradigm for the tourism sector, as it implies sustainability commitments and principles in planning strategies that transcends the market needs. Based on this context, this paper aims to analyze the theme of social inclusion in the National Tourism Plan 2003/2007, based on a historical context of tourism public policies in Brazil. For this purpose, the methodological approach was based on bibliographical and documentary research, interpretation of the main social inclusion dimensions in the text of the PNT 2003/2007 and an interview of one of its strategic interlocutor in the public sector. This analysis indicates that the proposed actions focused on social inclusion promotion, although positive and innovative, were fragmented in the configuration that led to the management of the sector. Indeed, the assumptions of social inclusion, according to the conceptual approach adopted in this work, were only superficially considered in the strategic approach connected to actions and practices of the tourism policy considered in this analysis.
