Turismo, unidade de conservação e conflito em Ilha Grande (Angra dos Reis, RJ): o caso da comunidade da Vila do Aventureiro

Abstract:
The environmental conflicts involving protected areas have had more visibility for last two decades in Brazil. By one side, because of the growth of environmental sense and tourism and, by other side, because of increasing number of conservation areas. The aim of this paper is analyzing the conflicts concerning a small place of Ilha Grande (Rio de Janeiro, Brasil) called the Vila do Aventureiro. That village is located in the Biological Reserve of Praia do Sul and its sea zone is part of Marine State Park of Aventureiro. After a brief description of the place, the methodology of stakeholder analysis is used to demonstrate the root of conflicts and their interrelations. The conclusion is about over determination of manifested conflicts (government x local population) by imminent conflicts (major tourism investors x local population and government). It points how the evolution of manifested conflicts can overcome the bipolarization through the redefinition of the legal status of the disputed area allied to preservation of nature and respecting the needs of the local population.
